20 million documents securely in the cloud: How AOK Niedersachsen transformed its output management with T Cloud Public

With more than 3 million insured members, 195,000 corporate customers, and over 30,000 contractual partners, AOK Niedersachsen (AOKN) is Germany’s seventh-largest statutory health insurance provider. In 2025, the health insurer is operating with a budget of more than EUR 17.3 billion across health and long-term care insurance.

AOKN places a strong emphasis on local presence. Its 7,200 employees serve insured members at more than 100 locations throughout Lower Saxony. At the same time, nonpersonal communication channels such as postal mail and email continue to play an important role. Many of these communications contain personal social or health data, including notices, benefit statements, and newly issued health insurance cards.

We have been creating, processing, and sending our written communications via Binect solutions for several years now. The decisive factors for us were above all the electronic preparation processes, the flexibility in selecting the dispatch channel, and the speed of delivery.

The partner: Binect GmbH from Darmstadt

Binect GmbH is one of Germany’s leading business process outsourcing providers for output management. The company supports more than 20,000 users and handles over 100 billion mailings annually. Its roots date back to 2001, when it operated as pawisda systems GmbH, providing support and administration services for print centers.

Over time, Binect evolved from an ISV (independent software vendor) into a SaaS provider. Today, its suite of solutions consists of cloud-native, microservices-based applications that significantly simplify deployment and maintenance.

“We quickly recognized that outbound mail offers very large potential for rationalization. To address this, we developed output management software and the corresponding interfaces, which consolidated all letters from the branch offices on a central server and released them for printing,” reports Dr. Frank Wermeyer, Managing Director of Binect GmbH.

 

The Challenge: Moving 20 million sensitive documents to the cloud in a compliance-ready way

AOKN processes more than 20 million documents in over 16 million mailings each year through its output management system. Individual documents may contain personal, health, or social data—a volume that cannot be managed manually and that places stringent demands on the underlying infrastructure.

Pain points of the previous on-premises solution

  • Limited and inflexible infrastructure capacity: The existing hardware could no longer absorb unexpected workload spikes during campaigns or seasonal peaks. This created performance bottlenecks that directly affected delivery times for insured members.
  • Aging infrastructure: The server environment was approaching end of life. AOKN had to decide whether to reinvest in on-premises hardware or take the opportunity to migrate to the cloud.
  • Stringent security and compliance requirements: In Germany, social and health data are subject to the highest levels of protection. Beyond GDPR compliance, any cloud solution had to fully comply with § 80 SGB X, § 203 StGB und § 35 SGB I.
  • Business-critical availability: Many communications are time-sensitive. Notices, benefit statements, and insurance cards must be delivered without delay.
  • Lengthy issue-resolution times: Technical problems often required coordination among multiple parties before the root cause could be identified. Resolution times of several days were not uncommon.
  • Commercial viability: Any replacement solution needed to deliver business value as well as technical capabilities.

For us as a health insurance provider, the reliable availability of output management is the top priority. Due to the high protection level of the data, there is also a special focus on the security standards of the solution. Above all, it also has to make business sense.

The decision: Cloud instead of in-house data centers

More than four years ago, the traditional operating model came under review. The catalyst was a standard investment decision: The existing hardware was reaching the end of its support lifecycle. “We had to consider purchasing new hardware and making the associated investments,” Angerstein recalls. “When Binect suggested delivering the service from the cloud, we began to explore the idea,” Angerstein explains. “Given the high level of protection required for the data, it was clear that a German cloud solution had to be our primary focus to ensure compliance with the legal requirements governing the processing of personal data. What is more, we also handle social and health data, which is subject to strict protection requirements in Germany.”

The solution: The Binect suite on T Cloud Public

Binect GmbH identified T Cloud Public as the ideal platform for its cloud transformation as an ISV. Three factors proved decisive: hosting in Germany, a mature portfolio of cloud services, and comprehensive support for the regulatory requirements associated with processing social and health data.
