T Cloud Public is aimed at organizations with requirements for European data residency, GDPR compliance and sector-specific compliance. The platform is used in public administration, healthcare, financial services, the automotive industry, research and software-as-a-service. T Cloud Public: Architecture Principles
T Cloud Public follows four documented architecture principles:
- Multi-tenant architecture on an OpenStack base. All services run on a shared platform with logical tenant separation. The use of OpenStack as an open-source foundation enables code and configuration portability to other OpenStack environments. [11]
- Geographic redundancy within the EEA. Each region consists of multiple physically separated availability zones with their own power, cooling and network infrastructure. Object storage is 3-AZ redundant by default. Database services such as RDS, TaurusDB, DDS and GeminiDB are offered in a primary/standby configuration. [3]
- Hybrid and multi-cloud connectivity. On-premises systems are connected via VPN (encrypted tunnel) or Direct Connect (dedicated line with SLA-backed bandwidth). Multiple VPCs are interconnected via VPC peering, Enterprise Router or private VPC endpoints.
- Infrastructure as code and API-first. The Resource Formation Service is based on the Terraform specification. HTTPS APIs are documented for all services. Client libraries and CLI tools are available for common programming languages. [12]

T Cloud Public: Target Groups and Application Contexts
The platform is used primarily in five contexts. A full overview of industry solutions and use cases is available on the provider website.
Public administration. Authorities at federal, state and municipal level use the platform for specialized procedures, e-government portals, digital records management and registry and reporting applications. The basis for this is compliance with the BSI minimum requirements for external cloud use and the KRITIS registration of the operator.
Healthcare. Hospitals, health insurers, research institutions and telemedicine providers use the platform for electronic patient records, imaging archives and AI-assisted analysis. The decisive factors here are Section 203 StGB (professional secrecy holders) and the data location in Germany/EU. Reference example: TCC GmbH (telemedicine and intensive care).
Financial services. Banks, insurers and credit bureaus use the platform in compliance with the BaFin requirements, the DORA framework and the Financial Addendum. Reference customers: Creditreform, ROLAND Rechtsschutz.
Industry and automotive. TISAX-certified environments support engineering data, simulation and connected-car applications.
Science, research, AI applications. Research institutions use the platform for simulations, climate models and AI training. For AI applications, training and inference run on GPU instances in European data centers; model weights, training data and inference logs do not leave the EEA. T Cloud Public competes in two distinct market segments. Competition against the three US hyperscalers differs structurally from competition against other European providers.
Against AWS, Microsoft Azure and Google Cloud Platform, the differentiation lies not in the breadth of the service catalog, but in the legal jurisdiction and protection against extraterritorial third-country legislation. Suitability logic.
