At the request of the Trump administration, Microsoft reportedly disabled the workplace account of Karim Khan, Chief Prosecutor of the International Criminal Court (ICC). To address these challenges, a growing number of sovereign digital workplace initiatives have emerged for public administration. These efforts align with strategic frameworks such as the German Administrative Cloud Strategy, which envisions a federated and sovereign cloud infrastructure for public-sector organizations. Key building blocks of this European workplace approach include:

  • Compliance with European legal and regulatory requirements
  • Use of open standards and open-source software

Open and sovereign IT solutions strengthen the digital independence of public administration. The ICC has reportedly responded to these concerns by deciding to replace Microsoft technology. According to Handelsblatt (October 2025), the international institution based in The Hague, the Netherlands, plans to adopt a German solution in the future. openDesk for Authorities

openDesk, which the ICC also plans to adopt, is an office and collaboration suite developed by ZenDIS specifically for public administration on behalf of the Federal Ministry of the Interior. It brings together proven open-source applications for email, calendars, word processing, file management, and chat within a single platform that users can access through one login. openDesk can be deployed as a Software as a Service (SaaS) solution via the cloud infrastructure of a German hyperscaler, including T Cloud Public. As a SaaS offering, it scales effectively and is therefore suitable for smaller organizational units. Alternatively, openDesk can also be hosted in an organization's own data center.

openDesk is currently one of the most widely adopted sovereign workplace solutions on the market. It integrates tools from various providers through a unified identity and access management server, providing users with a single point of access. At the application level, tools such as Jitsi and Nextcloud retain their full native functionality. However, the individual applications are connected only loosely through APIs. Single Sign-On (SSO) serves as the primary integration layer, which means that the platform does not provide a fully unified user experience. In addition, openDesk does not support multi-tenancy. 

 

Sovereign Desk

SovereignDesk is a solution developed by Hessian govIT for the portfolio of ekom21, a municipal IT service provider in the German state of Hesse. It offers an open collaboration platform specifically designed to meet the needs of municipalities and state administrations in Germany.

The solution is highly standardized, can be deployed quickly, and provides end-to-end support, from planning and implementation through ongoing operations. As an open-source solution, it also helps minimize vendor lock-in. SovereignDesk is designed to meet current data protection requirements by design, ensuring that control over data and processes remains in public hands.

SovereignDesk uses some of the same underlying technologies as openDesk but integrates them more tightly to deliver a more consistent user experience. For video conferencing, it uses OpenTalk rather than Jitsi, while its project management and wiki applications are proprietary developments created by govIT.

Because SovereignDesk is tailored specifically to the needs of public administration, some of the functionality available in the original open-source tools has been streamlined or removed. In return, the platform offers features such as multi-tenancy and the integration of artificial intelligence, extending even to specialized administrative applications and workflows.

Cloud-based deployment provides an attractive cost model with usage-based pricing and high scalability. In the future, municipalities and public authorities will also be able to procure SovereignDesk through cooperatives such as govdigital, simplifying procurement.

With its comprehensive operating model and integration of specialized administrative processes, SovereignDesk has evolved into a broader product suite. Future development plans include a sovereign operating system, certified hardware components, and offline functionality. 

 

Nextcloud Hub

One vendor, one platform, and everything from a single source—but without a best-of-breed approach. This succinctly describes Nextcloud’s vision of a sovereign digital workplace through Nextcloud Hub. Nextcloud Hub provides a comprehensive suite for sovereign workplaces, combining familiar solutions such as Nextcloud Files for file sharing and document management with Nextcloud Talk, Groupware, Office, Assistant, and Flow. The various components are tightly integrated, creating a cohesive user experience. However, unlike some competing solutions, Nextcloud Hub is not specifically tailored to the requirements of public administration. As a result, integrating specialized administrative applications and workflows can be more challenging. On the other hand, Nextcloud Hub offers significant advantages in terms of usability, ease of administration, and consistent compliance management.

 

Open Source Collaboration

Solutions such as openDesk, SovereignDesk, and Nextcloud Hub are often sufficient for organizations seeking a modern digital workplace with a strong focus on sovereignty. However, many organizations have highly specific requirements and expectations for their workplace environment. In these cases, Open Source Collaboration (OSC) may be the more suitable approach.

Rather than relying on a predefined suite, OSC combines a range of open-source solutions and individual modules based on open standards into a customized platform tailored to an organization's specific needs. This enables the workplace environment to adapt to users, rather than requiring users to adapt to the platform. In addition to traditional office and collaboration functions, OSC can incorporate specialized capabilities such as secure video conferencing, secure messaging for public authorities, webinar platforms, and virtual reality collaboration environments. Available modules include:

  • Orbit360 as an open-source groupware foundation
  • Managed OpenCloud for sovereign file sharing and online office functionality
  • OpenSource Webinar, a sovereign webinar platform supporting up to 5,000 participants

Although OSC is not exclusively designed for public administration, its modular architecture makes it possible to integrate collaboration tools into existing specialized administrative systems and workflows. It also supports the continued use and integration of existing collaboration applications where required. A unified OSC interface is currently under development and is expected to be available by late summer 2026, making it easier and more convenient to use the various modules within a single environment.

 

Sovereign Cloud as the Foundation of the Digital Workplace

Sovereign workplace concepts require more than open-source software. They also depend on a sovereign infrastructure. This is where the cloud becomes essential. The key question is not simply whether the cloud is used, but how it is implemented:

  • Where is data processed?
  • Who operates the infrastructure?

European providers address these concerns by combining cloud technology with clearly defined sovereignty principles. Servers and storage systems are sourced and operated within Europe. Nextcloud Hub follows a single-vendor approach. Its strong integration provides an excellent user experience across the various components. However, this same level of integration can make it more difficult to connect specialized administrative processes and limits best-of-breed strategies.

In this regard, openDesk and SovereignDesk offer greater flexibility. Both solutions allow organizations to select the most suitable tool for each function. However, they differ in several important respects. openDesk relies on Univention as its central identity and access management gateway. If control of this platform were ever to change ownership, users could face a degree of dependency on a central component. Organizations should consider this possibility as part of their risk management strategy. SovereignDesk, by contrast, is intended to remain under public-sector ownership and control.
